The operational guidelines and administrative information from the ANSAA, Tourism Bureau and MOTC are available to the public.

The operational guidelines were established to integrate administrative resources, and implement the Government Information Transparency and Public Access Law.

The MOTC and Tourism Bureau created the guidelines according to the Government Information Transparency and Public Access Law and manage their operations accordingly.
3.
The administrative information and sponsors available to the public are as follows: (Those involved in state secrets are not included).
(a)
Administrative laws and orders (Planning Division)
(b)
Government agency sets an explanatory provision and discretionary benchmark to assist the lower-branch government officials to recognize facts and exercise discretion. (Planning Division)
(c)
Government agency’s organization chart, job titles, address, telephone, fax, website and email address. (Secretariat)
(d)
Administrative guidelines (including contracts and matters that should or should not be recorded) (Respective units)
(e)
Policy planning (Planning Division), business statistics and business reports (respective units)
(f)
Budget and accounts books (Accounting Office)
(g)
Petition results and appeal decisions (respective units)
(h)
Written Public Works and procurement contract (respective units)
(i)

Operation Practice
(a)
Respective units within ANSAA shall promulgate the administrative information described in 3(1)-(10) within 3 months from the enforcement date and publish it on the ANSAA website, government bulletin or other publications.
(b)
A specific staff member shall be assigned by respective units within the ANSAA to be in charge of collecting data, directory, and e-files periodically (prior to the fifth day of each month), and submit them to the Secretariat department for compilation and announcement at the administrative information website of the ANSAA. This shall apply to any amendment or supplement.
(c)
The provisions of the 2 previous points shall apply to bulletins, information published in ANSAA’s publications, seminars and press conferences.

All official documents, letters, faxes, emails or applications for viewing administrative information or portfolios are accepted by the Secretariat Department, and will be handled in the following manner. (Refer to the Operations Flowchart.)
(a)
Division of labor and responsibility are handled by respective units.
(b)
If the contents in the application involves more than one unit, it shall be processed by the unit listed in the first item of the application.
(c)
The unit in charge shall deliberate and examine the application and determine an approval or refusal. When a refusal is determined, the reason and appeal process shall be stated.
(d)
If application contents are unclear or requirements are insufficient, the applicant shall be notified within 7 days to supply proper information. If requested information is overdue or is still insufficient, the application may be rejected.
(e)
The manpower, equipment and funding are managed by the ANSAA.
(f)
All issues not covered under the Operational Guidelines will follow the requirements set by the Government Information Transparency and Public Access Law, and follow the guideline for Operations on Public Application for Viewing Governmental Information or Portfolios.
(g)
The guidelines are approved and signed by the Director and are fully implemented. Any amendments shall be enforced in the same manner.
