In Chiayi, there are hills, mountains, forests, unique rock formations, waterfalls, and many other incredible scenic wonders. Within the Chiayi region, Alishan (Mt. Ali) is especially well-known for its amazing scenery. Since the Japanese Occupation, Alishan has been famous for its sunrise, sea of clouds and forest railway. In addition, the Sea of Clouds at Alishan is one of Taiwan’s eight most world-renown picturesque spots.
In response to the 21st Century Tourist Development Plan, the Ministry of Transportation and Communications (MOTC) developed “The New 21st Century Strategy for Taiwan’s Tourism Development”. This strategy focuses on a comprehensive development of local culture, ecology and scenic areas. Later, through continued engagement from the executive office of the Tourism Development Branch, the scenic location resource survey and operation management plan of the Grand Alishan region were commissioned by the Chiayi County government and Tourism Bureau. It was formally designated as a National Scenic Area by the MOTC on July 23, 2001, and was inaugurated by President Chen Shui-bian on September 4, 2001.
